Can I use the mockups for ads or client presentations?

In a deck, a landing page or an approval thread, yes: that is what the export is for. In an ad, the same file becomes a claim about a post that exists, so treat it like any other advertising asset. Mark it as an illustration, use a profile you are entitled to use, and do not present invented reaction counts as results you obtained.

Is it legal to make a LinkedIn mockup with someone else's name or fake engagement numbers?

Not once it is presented as real. A mockup is an illustration, and two things turn it into something else: putting a real person's name, photo or company on a post they never published, which is impersonation, and showing invented reaction, comment and repost counts as if they were the results of a real post, which is a false claim about performance in most advertising rules. Use your own profile, a profile whose owner agreed, or an invented persona, and say the numbers are illustrative when the image leaves an internal document.
